Under the Malta Citizenship Act and Legal Notice 159 of 2025, Malta may grant citizenship to individuals whose exceptional achievements or contributions serve the national interest.
This route is reserved for individuals who can demonstrate real impact or a clear commitment to contribute to Malta’s future.

ELIGIBILITY for Malta Citizenship by Merit for US Citizens
Under Malta’s Citizenship Act, the Minister may grant citizenship by naturalisation to individuals who contribute to Malta’s national interest and long-term vision, including Malta Vision 2050. Eligible candidates may include:
Philanthropists, technologists, and entrepreneurs shaping Malta's future
Innovators and scientists driving Malta’s knowledge economy and research excellence
Individuals enhancing Malta’s arts, heritage, and international reputation
To qualify, candidates must demonstrate exceptional service or make exceptional contributions in a field that benefits Malta, including initiatives that generate opportunities, advance key national priorities, or bring notable expertise or influence to the country. Eligible fields span science and research, arts and culture, sports, technology and innovation, business and philanthropy, and other areas of national value.
Malta Citizenship by Merit APPLICATIONS from US Nationals with Andersen Malta
The first step in the Citizenship by Merit process is to visit Malta and submit a residence application. Once a residence card is issued, applicants must submit a comprehensive overview of their background, a detailed description of their proposed exceptional service or contribution, and a clear plan for how they intend to continue benefiting the Republic of Malta. This includes preparing a tailored proposal letter for consideration by the Evaluation Board. If approved, an application for naturalisation may then be filed.
